Twenty years after adoption of the Framework Convention for the Protection of National Minorities by the Council of Europe in 1991, questions have emerged about its current scope and value. What are strengths of the Convention, and what weaknesses should be addressed to secure the survival of minority cultures in Europe? This three-day seminar brings together smaller European linguistic and cultural communities without a kin-state to exchange experiences, discuss common problems and find possible solutions. Together with experts and journalists from various European minority languages newspapers, participants will develop guidelines and strategies for good governance.
